New spark plugs at 30,000km?

The local (and only) forces owners to bring in their cars every 10,000km (6,000 miles) for an oil change (abusing the manual's recommended schedule for leaded petrol, which we don't use). If you do not bring it in or do the maintenance .. they can refuse warranty.

I just took my car in for 30,000km (18,500 miles) service .. the dealer told me its considered a major service and is going to replace my spark plugs. The estimated damage is ~1000$ for some plugs, filters and oil.

Does it make sense to replace spark plugs at this mileage? The SM told me that this was a requirement for RoW cars?

If you are in Kuwait as it seems since you are talking about kilometers then it seems to be too soon.

The Dubai Porsche Dealer (Al Naboodah) asks that we do an oil change only every 20,000 km on the 997 and sticks by the manual for all the services. As they are the biggest (as in sell the most cars) Porsche dealership in the world I figure they must be correct.

Plus we I haven't heard of any problems because of this here and we have mostly same conditions as you. Being part of the Porsche club here we have many members who track regularly at the Dubai Autodrome and I haven't heard of any problems yet caused by servicing as per the manual.
