997 PCCBs are awesome. Tires and proper suspension mods and settings will be the other pieces of the puzzle.

I use Pirelli corsa semi slicks...
What RSR cars use..?? I think steel brakes no..?
When you slam the brakes does the ABS light up? If the you need stickier tires not new brakes...

When I started tracking I used to warp my brakes at every event. I always thought that I needed better brakes but the reality is that I just needed to learn how to use them. Brakes need to be warmed and cooled gradually, and correct braking application learned.
In your case, your semi-slick tires need heat in them to work. Just like the Michelin Cup tires. They grip poorly when cold and this may be your issue. When braking hard with cold tires, you tires will loose traction and skid.
I agree with him....and I will take these "inefficient" brakes off your hands when ready
