Found this in kick panel, any idea what this is?

It's not wired to anything. Just has power and ground going to it and that's it. Car has a tooki Bluetooth module. This related to that?

It says "GSM" transmitter at the top. Not sure what it is but that is the nomenclature for most cell phone bands around the world. ATT and T Mobile use GSM.

Search GSM cell phone in google if you want more details.

So it appears to be something cell phone/car phone related to me and probably not too necessary these days. Although it is possible it is bluetooth related i suppose.

Is it possible a tracking device that you subscribe to for theft. Something that can help you recover your car in the event of theft.

That looks like a vehicle tracking module. Leased or formerly leased bank owned vehicle? I believe that is cheap insurance for the bank, Russians, or very jealous other!

that's not entirely true - it's a GSM modem chip, which given that it was connecting only to power and ground was likely not providing any internet service but rather was being used to return tracking information. My guess is some lowjack like service or lease service.

The Chip that is referenced via that FCC ID is a 10$ 3G GSM chip and is used in hundreds if not thousands of devices, including some cheap cell phones.

Almost certainly a tracker. Either anti-theft, insurance, or fleet monitoring. Any markings anywhere else?
