I can't see why Porsche gave the new GT3 a 12" rear wheel while the turbo got the 11"?? You would think the flagship/most hp Porsche would get the widest wheels??

I think that GT cars are the flagship even if they don't cost as much. The GT3/GT2 has always had better wheels than the Turbo... And in the GT3 all of the power goes to the rear...

480hp to four 11" wheels is much mo grip than 415hp to two 12" wheels.

I think the fronts are 8's or 9's.

The Turbo has a new intelligent AWD system, so don't expect the power to stay in the back most of the time. Torque transfer 100% at the front is possible too or maybe at 1 wheel only

Turbo & GT3 use 19 x 8.5 in the front.

The 997TT is an all wheel drive car, while the GT3 is a real wheel drive car. So the porsche uses all four wheels to maintain traction, while the GT3 only has 2 wheels to do so.
