So, is your car OK after the towing?! Whoever is responsible for having your car towed under those circumstances is a complete tool-bag. Police have the opportunity to exercise good judgement and common sense too! They are not supposed to be robots. That is indefensible.

The world of right and wrong is not always black and white, but often various shades of grey. We hire, train, and pay people to use good judgement in interpreting the grey. This is a case of zero common sense, worthy of reprimand at a minimum. It smells of possible jealousy and maliciousness.

I think you are incorrect to try to absolve the involved policeman of all responsibility of good judgment and common sense. If the account is accurate, and there is nothing more to it, he chose a pathetic course of action, and that's all there is to that.
