A/C hot and cold

Today driving my car after letting it sit for a week, I took it out in the morning for a short drive. Temp was already at the upper 80's to 90's. The ac was blowing from the time I left the garage and all the way to my final destination. I've notice some whining nose when the AC is on the middle position blowing kind of loud. When I turn off the AC the whining stops. This is annoying.

The other thing I notice is that the AC wasn't cold as usual so I turned it on and off and felt a different in the temp as it was getting cooler. This is weird, these British cars seems to be having issues like the old Jaguar days.

Anybody can suggest what to do would be appreciated.
