I recently changed out the front struts following the collapse of one side of the car.
When driving at 70mph+ there is a noticeable judder emanating from the front of the car.
One local garage has recommended the replacement of the entire sub frame, as the bushes need replacement.
If this is the case of the vibrations, is it feasible to simply replace the mounts (Part 4D0399415L or 4E0399419MOD)?

You would be correct, there would be no reason to replace the entire subframe, just the bushings would do, unless the garage states that the subframe has some physical damage..
But the real question is, did you have this issue before replacement of the struts, what else was done if anything while the struts were replaced ?
I would suggest that the vehicle be put back on the lift and have a good going over of all nuts and bolts, we had a member here not so long ago that had front end work performed, and the mechanic installed the wrong nut with out a hat and the ball joint with the nut attached fell right through the hole of the control arm allowing the vehicle to slam to the ground cracking the front bumper along with other damage.
The issue was not present before the struts were replaced, and only the struts were replaced at that time.
The sub frame itself is not physically damaged, the issue seems to be the rear bushes / mounts are integral to the sub frame.
Are the mounts available separately?
Am I being misinformed by the garage or are Bentley cashing in?
Of course, the garage also want to replace the front stabilizer bar, and I understand that the bushes are also integral to the bar, and not available separately.
As far as the swaybar bushings, as DG stated, they are known as to be one piece with the swaybar, so is as the same on my A8L W12, But I found on Audiworld the replacement size to just replace the bushings instead of the whole bar setup which would be a waste of a good bar, I am on holiday so I do not have the information with me, but do some research as to the diameter size of the swaybar for the Bentley.
I just swapped out the bushings on the A8L and it works as it should.

The car is back at the Garage to check the suspension rebuild and wheel setup.
if this does not resolve the problem, we can move to the roll bar and then the sub frame.
