Assuming this driver purposely parked like that, they are just asking for trouble. Not saying they deserve it to be keyed but they can't be surprised if they come back to a vandalized car. If their intention is to avoid dings, which we all can appreciate, their best bet is to park far away in a secluded area and walk a little more. You might as well put a big giant sign on your car saying "I think I'm better than you, the rules don't apply to me, please key me car!" with a parking job like this.
