During wintertime, my gas mileage drops ~25%, consistently, for the last several year.

I'm surmising it's due to a change in the formulation of the gas, but don't know for sure.

cold engine start ups; heavy use of heater etc; road rolling drag of snow

Consistant year-round. General driving about 13.2. Mostly highway driving without putting the foot into it I can squeeze out 15.2. S not GTS.
