What have you guys paid for a 4 wheel brake job on the 2016 Cayenne ( base)? I was quoted by a private mechanic $2130 including replacing rotors which I found absurd. I then called the dealer who wanted even more than that. Does anyone know why they say they can't resurface these rotors and they must be replaced?
If the rotors remain above the wear limit (marked on the rotor) there is no reason they can't be resurfaced. In most cases they don't even need to be resurfaced - provided the old pads hadn't gone metal to metal. You put new pads in - then drive cautiously for around 200 miles or so until the new pads wear to conform to the rotor surface. That used to be SOP on disk brakes (the Girling brakes on old Volvos - the rotors would often exceed 100k miles easily before needing replacement.)
A dealer or shop won't do that due to liability and come-back repairs. If the new pads don't seat correctly - they don't want to redo the job for free. Of if you get into an accident - they don't want the lawyers to see them as a deep-pockets source that "shortcutted" the repair.
You can do a quick search for pads/rotors for your car - and my WAG is you can find good aftermarket ones for well under $1000 for everything. Over $1k for labor seems rather high..

That actually seems like a fair price from a mechanic. Dealer quoted me $1,800 for front pads/rotors, so I'm assuming front & rear would be close to $3,500.
It is a pretty easy job to do yourself. Pads and Rotors are like $1,300 from Suncoast for all 4. BUT, as stated, you probably don't really even need rotors - just use the ones on there as-is.
Labor at dealer is $495 for both front and rear....and about $1100 in parts (all OEM) if ordered from the few low cost parts sites like Sonnen or oemexoticparts

If it's any consolation, I was quoted >$2K for rotors, pads, & wear sensors for front brakes only on a '14 CTTS (390mm rotors $$$).
That's the point at which I started looking to do it myself. I'm not a gear head but can do things like change oil and enjoy working on mechanical things. I have changed the engine/cabin air filters, spark plugs, transfer case fluid on my Cayenne and, after looking around at how to change pads & rotors on it, figured I could tackle it myself.
So the parts (rotors, pads, wear sensors & caliper bolts) set me back about $600 and I needed to get some tools (e.g. jack, stands, torque wrench, triple squares, impact driver, etc.), which was another $300 or so. Took me about 5 hours (cleaned out cowl drains and changed transfer case fluid while it was jacked & had wheels off); now that I've done it, I could probably do just the brakes in under 2 hrs. Was a nice Saturday afternoon and feel like I got to know the vehicle a lot better. Felt good to keep >$1K.
Guessing parts (mainly rotors) for base Cayenne would be a lot cheaper than Turbo S; as in for all brakes probably way less than $1K. If you have any mechanical aptitude/inclination, consider doing it yourself.

The dealer doesn't want any reason for the customer to complain from squealing or any other issue so they replace everything. They can be turned as the others have said, I happen to be the case that Don described where just needed to swap pads on a turbo.
I picked up a lifetime set of pads from FCP Euro the next time i will order new rotors.
With a helper can be done in 90 minutes, less the next time.
