Well I am never shy admitting when I am wrong. Once I swapped the two middle bulbs into the new units they worked just fine. Dohhh. 
Hard to get a decent picture but I think the new ones are brighter than stock. This kind of shows the difference against the closed garage door. Left is new right is old.
