Why can not drive at loading level?
Because that's how Porsche programmed the suspension. I know that doesn't answer your question, but that's the only one I've got.
You can lower the "low" setting to be about the same as "loading" setting by lowering the whole car though. Can be done in several ways, PIWIS, Durametric, or with a lowering module or links.
If you really want to drive in loading level this is how you do it:
Drop it down to loading level, screw in the air compressor hose all the way, then unscrew the house just until the compressor stops running.
When you drive off it'll stay in loading level with a warning on the dash.
After a few miles you'll realize why Porsche doesn't want you to drive it in the loading level. You might think that it handles like a boss but go ahead and take a u-turn or a similar high-speed curve and there's not enough suspension travel the Cayenne will start porpoising and bucking. Seems Nifty, but in reality, it's not right.
