the facelifted 996 got 320hp from a 3.6 and the 997 with 3.6 engine got 325, why didnt porsche give the 997 at least 340hp and gave the Carrera S 380 standard

Seriously, Porsche knows how to build flat 6's. There is nothing you know that they don't lol. Not trying to be a dick so don't take it as that but it just sounds silly to say, "just put this on that and Porsche would make more power out of the GT3".
Something i found .......... a little off track with D.I but albeit interesting
Audi introduced a concept hybrid version of its new SUV, the Q7, at the Frankfurt IAA, and also announced that it was collaborating with its parent Volkswagen and Porsche on hybrid powertrains, although no contracts, letters or memoranda have yet to be signed. This is a large (2,410 kilograms; 5,313 pounds), performance hybrid that has fuel consumption of 12.0 liters/100km (19.6 mpg US)—13% better than the conventional Q7. (GCC)
Audi also announced that it was collaborating with its parent Volkswagen and Porsche on hybrid powertrains.
Porsche, accordingly, announced that it would develop a hybrid version of its Cayenne SUV based on the Audi/VW powertrain sometime before the end of the decade. (GCC)

while im on the engine power etc. How is it that the cup car version has less HP/KW than the road going version is it due to homologation rules etc for the lesser HP?? also just noticed that the RSR car is based on the RS for homologation shame they didnt have the RS with the 3.8L engine I thought homologation was based on the vehicle and engine that comes with it???

115 hp per liter NA is pretty good. That is way up there for engine efficiency. The Honda S2000 engine which was rated as the #1 engine for hp/liter is/was at 120 hp/liter (2.0 are still available in AUS, while everywhere else gets 2.2 just a pedestrian 109 hp/liter).

It will be difficult to get more HP and perhaps more importantly torque out of the 997 GT3 engine - with bolt on mods anyways. There might be headers or exhausts launched that give a wee bit more peak HP but sometimes this comes at the expense of avg HP or torque....fine if your singing along at 7k all day, not so for tooling around in the lower range.
For ***** out power there is the Turbo, especially for the owner who loves to mod. But we all know that!
