buy the gun through a dealer, or someone with a FFL, they take it to a gun shop for the 15 day waiting period or they hold on to it themselves if they are here.

The way it works for private party:
You find the gun to buy
Either it's shipped from out of state to transfer dealer FFL holder
or if both parties are local go to the gun shop or FFL (transfer dealer)
Fill out paper work /DOJ forms pay the dealer $30-40
As long as your not a criminal you pick up the gun in 10 days
