VA Inspection

Maybe you need to find the right inspector who will appreciate the cool factor.
I have never had an issue with my car passing inspections or emissions. It's far from heavily modified (just headers/exhaust/lower/cosmetic) and the things that 'could' be illegal (ie. cutouts and HID (my low beams are HID and don't switch off when you go to high beams), have not been an issue with me.
I have taken it to the same local spot for the past 7 years. They know the car and always laugh when it comes back to them the following year with less than a 7000 mile difference from the previous year. If something is near the fail mark (ie, brakes they'll tell me and I'll get it fixed.

...VA is crazy with traffic laws, speeding, vehicle inspections and testing... I lived in the commonwealth for a bit and things have gotten even more stingent since...

I'm not liking the car inspection and taxes associated with VA
Should be readily ascertainable - ask your cpa, total tax burden you are way better off in VA....... just don't get wrapped up in a motor vehicle violation, but that goes if you are domiciled in VA or not.

The inspection regulations are pretty illicit, how literal everything is taken resides in the hands of the individual inspector. I personally have had completely varying experiences. The most important part is that the technician respects the car and doesn't try to get carried away with pretending they know what's going on...in your case putting it on a lift incorrectly. I recommend getting in contact with a service shop you trust and work with them, they'll have an inspection source that's experienced and cautious around the cars.
