This is a guy with Way too much time on his hands, yet who's applying so little grey matter. The cost of such a program, the negative impact it could have on safety and the ability to cure so little is staggering.

I'm going to agree with you, this is fuped-up. Oregon doesnt have the economy to support this move, and Oregon is always the last to recover from economic crap.... Give you a quick idea of how bad it is, my school (LBCC) is laying off 100 employees(managers, faculty, classified staff) before the academic year is out..... I think the number has gone up to 1billion dollars that needs to be cut across Oregon....
