Looks like you caught it on something, lost a fastener and wrinkled it. I'd clean it and take a warm hair dryer to it and try to gently pull out the wrinkle. Then replace the fastener to hold. Looks like a simple DIY project that shouldn't take too long. Good luck!
Looks to me like someone ran it into those concrete Parking stop barriers and it was pushed up. A 25 cent push pin may even fix that, I can not see back hole to tell for sure.
