Front Passenger Buckle Replacement

Have an issue with my airbag warning light constantly on in my 2013 Panamera 4. Ran it through my Durametric and it indicated a seatbelt buckle short circuit. Took it to the dealer and they diagnosed the same thing. They claimed that the buckle replacement would require PIWIS programming. Is that indeed true? The reason I'm asking is if it does not require programming, this looks like something I could do for far less than the $700 estimate. The buckle from other sources is ~$200. Thx in advance for any insights.
