Long read. Skip to the last paragraph for the TLDR.
I had this issue along with dipped front left low beam. Headlights would work intermittently. Sometimes it would give me the error, sometimes it would go away. I had recently replaced the bulbs, so I suspected it was the ballast. Adding to my suspicion, my left high beam also wouldn’t turn on when the faults came on.
I bought a Miata in Dec 2023 and have been driving it the past year and a half. so I haven’t touched the panamera because I was planning to do a major maintenance upgrade: suspension, PDK, and tackle the ballast all at once. I bought quick jacks and pdk kit and was planning to slowly acquire everything and have a full plan in place first.
Also, during the winter I didn’t want to drive the panamera due to the lack of a headlight and when it’s not dark out, I’d rather drive the Miata since I’m driving <5 miles a day in the city.
Anyways, I went down a rabbit hole starting from replacing the bulbs and ballast to wiring etc because replacing the ballast is quite costly and I don’t want to do the job twice.
There aren’t much information on the panameras, so I read posts and watched video on cayennes and other Porsches and even General cars to gain a comprehensive understanding on headlights and how it worked. After many hours of research, I learned that I’d need a PIWIS to program the replacement ballast since it’s coded to your VIN. Some people have skipped this step but they lose out on the auto leveling and other features also the fault would come up intermittently. I was keened on doing it properly, so I researched PIWIS and found the best way to acquire it ($75 + laptop).
I also had backup plans ready incase it wasn’t the ballast, as the wirings or their coating could be damaged or the bulbs, or blown fuse (maybe a short somewhere), water in the headlights (do you see condensation? Little bit of fog is normal).
i discovered cost effective methods to replace the wires or their coating. I researched a bit into the fuses to prepare myself if I were to tackle this portion. I thought my headlights had condensation but it was just minor fog that went away.
I felt confident and well equipped with knowledge at this point and had electrical diagrams ready. So I bought new bulbs $6.5 ea on Amazon (hella). They came overnight and the next morning I was eager to disassemble the headlights and inspect them and start the project.
TLDR: when I tried to disconnect the left headlight, I discovered that the main connector was loose. Turned out I didn’t connect it properly… I plugged it back in and it works…
Although this may not be the solution for your issue, perhaps you can look into other things mentioned: ballast, bulb, wiring (inside of headlights and wiring harness outide), etc.

I’ve had the same issue on my own car. The left headlight would throw a fault code over and over. I tried clearing it with my scanner, took the light out and put it back in… still came back. After some troubleshooting, I found the light control module inside the headlight was failing. Replacing it fixed the problem completely. This is the module I ended up using: https://xenons4u.co.uk/4m0907399a-li...x-ballast.html. Also make sure to inspect the wiring, in my case, the connector was fine, so it really was the module.
