I found this old VW Bug converted into a Baja racer

So I found this apparently street-legal modified VW bug that according to the owner, raced in the Baja 500 at some point in time. The engine moves around and isn't seized, and the trans appears to be in OK shape. Other than that, the carbs seem shot, and I'm not sure how good anything else is on it, and its been sitting for around 20 years. How bad an idea is this? and is there a cheap way to rebuild an old VW bug engine and carburetor? I know this is crazy, but the vehicle looks cool and weird enough to maybe make it worth my while. What should I offer the guy for the car? Should he pay me for being willing to take this out of his barn? I'm just looking for some advice and insight here, I guess.

Here is the last picture I have of it, from the side. My Nephew was pretending to drive it. I'm sure if I negotiated the price right, the guy would throw in the screwdriver and pan at no extra charge.....
