Just so we're clear, the Track Package option is distinctly different than the Nismo Track Edition and is significantly different than the street trim vs. the 918 which was in factory production trim:

There is additional aero (including higher wing), and some added stiffness, along with the Ohlins.
The reason they can't come like this to the 'States, is because of the air bags. I think there is something lost within the writing of the article (perhaps some over-summarization).
Basically - it's GT-R NISMO + track pack (it's also been called Time Attack GT-R, etc...), which will (theoretically) be offered as-is from the factory in Japan (which I believe was the parallel we were both making).
Still, the base NISMO is quite different than the standard Premium Edition. I'd love to discuss this a little more thoroughly on another thread, though. There are some concerns I have about this next year's trim levels.
Edit: The GT-R that put up that time is now being called the Time Attack GT-R (NISMO, plus all of those things that made it go a couple seconds faster). So now there are three models Premium (which include the Premium and BE), the NISMO, and Time Attack. All are street legal cars, in full interior trims (similar to the SpecV a few years back).

The NISMO comes with CF bumper, rear deck lid, and the seats already.

Package differences VERSUS the NISMO model:
Replace front fenders, hood, exterior-mirror housings, and trunklid with carbon-fiber pieces, single-piece Recaro seats, softer springs, manually adjustable Ohlins, larger lower splitter and larger rear wing. Supposedly still 1 year out.
