I use a mircosoft power tool called Image Resizer. It is free and can found here toward the bottom of the page on the right: http://www.microsoft.com/windowsxp/d...powertoys.mspx

Some forums have different max size avata. Create one that is about the maximum in width, height, and file size. This forum maximums are 350x114 and under 19.5KB. I changed the above to 250x100 and it came in about 18KB.
