Can I raise my dip (lower) headlight beam

as its doesn't shine far enough out currently

Yes it can. I have heard stories of dealers saying 'no, it adjusts
itself automatically', but that's only partly true. The system does
adjust itself within a range, but you can manually, mechanically
adjust where that range is. The technical details about how to
do this will have to come from somwone who has actually done
it...

You need a 3/16" (or 5mm) allen wrench at least 5" long. The owners manual explains how to adjust it. You have to angle the allen wrench forward to hit the adustment socket. If you get a penlight you can look in the adjustment hole to see the proper angle. Don't aim it too high.

Drive your car right up to the wall , turn on light to note center of projector lense , then mark with tape a spot 2 " below that. Back up 25 feet .
Turn the adjuster bolt COUNTERCLOCKWISE to lower, opposite to raise. This is the reverse of the misprinted instructions in my 2002 owners manual. I don't know if they corrected it for 2003.
I was able to engage the allen bolt with a 6 " long narrow shaft flat - blade screw driver whose tip is 5 MM wide .

i adjusted mine (got too low after PSS-9s)...
Dealer can also adjust something called the 'reference' in the back of the cart

Would the '01 be any different?

I just looked in my car... the first opening is the rubber flap. Looking inside, there's a secondary round hole if you look towards the direction of the side doors. Once inside, is that where the adjustment **** is?

I have a 5/16" Allen that won't even go through the secondary round opening to reach the adjustment ****. What gives?

Dealer said they like to keep it low to avoid bothering oncoming drivers with these lights.
My problem is the difference between dark and lighted areas is so great that it's dangerous to go above 40mph in the dark.

You need to " body English " your long allen key or screwdriver to engage the bolt. It is not a simple stick it straight in the hole procedure. It's as if they put the narrow entry hole in as odd a spot and inaccessable with an everyday screwdriver (too fat if long enough ) to make it very hard to mess with the setting. Hmmm... maybe that was planned . Yes, you can do it easily if you pop the whole housing out, but what a hassle of trial and error / in and out just to get the adjustment right.

I just looked at my 01 with a flashlight. The secondary hole is to guide the allen wrench into the socket. The 5/16" allen wrench went in easily. The socket is about 1" past than the secondary hole.
I adjusted my fog lights up to try and use them as an intermediate beam, above the low beams. I raised them to the maximum height. The fogs are too weak to be helpful, the Xenon low beams are so much brighter.
EDIT: MY MISTAKE, you need a 3/16" or 5mm allen wrench. sorry.

I'm glad you caught your mistake, since my earlier post stated , according to memory, that I couldn't fit anything wider than 5 mm ( 3/16 " ) into the adjusting bolt .

lateral vs height adjustment

I finally got round to this as its dark again on my work journey and I used lateral adjustment (top adjuster) but this seemed to adjust the height as well and when I tried the height adjuster below it was doing the same thing, any comments from experience ?

I believe there are 3 adjustment holes for high beam, low beam and fog.
