It is against Federal law to operate, import or otherwise disable or tamper with the emission control system, including the catalytic converters, on cars operated on public roads in the US. No new car can be produced or imported into the US that does not meet federal emission laws. Catalytic converters have been mandatory on all US cars since 1975. Fines for tampering with the emissions system on your car can reach $ 10000. That's why a dealer won't touch the car with a ten foot poll. Surprising considering how long these laws have been on the books and the penalties or breaking them someone would attemp to tade a car in to a dealer without them.
+1. In CT we have emissions tests, plug in OBD for newer cars and "sniffer" for old cars. Usually 1 or 2 monitors won't set without cats or rear O2's. Car will not pass with more than 1 monitor not set. Although the "visual inspection" (yes, with a mirror) is rarely enforced, pretty sure CT has a $2000 fine for no cat(s). Any dealer that values his or her license will fiercely enforce this.
