I got my bumper all back on after plugs, etc.

Can I reach the plug for the license plate lights without pulling it all off again?

Ya. I started poking around... Gonna come off again. Bummer.

 

Got it!
Took off one tail light, metal top strip, and in did one side of the bumper and both bumperettes.

So not the whole thing, but most of it.

All you need to take off is the top metal strip and the bumperettes. I did the exact thing last week when doing plugs and coil packs.

I was to the point of only having the bumperettes left to install and just took the top metal strip off and was able to get my hand in there to plug the socket back in.
