The second row of sensors arent needed if cats are removed as they will be disabled from the ECU, also they dont have any impact on engine management as the first row - AFR
You can leave them there or remove them, depends how the exhaust is made and if they are removed from the tune.

NO need to run the secondaries if can turn off the CEL. Guess it's doesn't really matter if they're there or not though. I'm sure they don't cause any restriction.

i have to pass emissions were I'm at. every time i go they stick a mirror under the front tire looking for cats. then put the mirror up.

I just had my emmissions done. They no longer do a visual inspection or a sniff test. It is now just like in Cali. All your readiness codes must be met. You can't just shut off the CEL via a tune.
Yes, new change this year. My last test two years ago was sniffer also. Sniffer is now only used on older pre-obd cars (generally pre 1990). I spoke with the guy at the testing station and all the newer cars are scanned to make sure all readiness codes display "pass". You can't just disable things as in many other parts of the country where the tests are more lenient.
