if it truly went into safe mode as a result of TB shutdown, you would have to clear the code or reset the ecu. It would not come on and off like you mentioned.

Sounds like timing was pulled and thus the loss of boost.

I would assume it's likely the RUF car programming does not have the 1.3 bar throttle body shut down that comes with stock programming. If it does this may be an issue for you at 1.3 - 1.4 bar.
