This is true. My inner fender liner had a bit of wear on the rear lower corner from the track setup, so I just heated it up and bent it as close to the charge pipe silicone coupler as possible, and now it doesn't rub even without spacer.
For street wheels I run a 12" wide wheel with a 315/30/18 and there is no rubbing inner or outer fender liner.
