I tried disconnecting the battery for 10 minutes...no luck
I have now pulled the fuse for now....it is row d and #7 and it is 15 amps.
I am going to try to figure out what is wrong. It seems like the hydraulic fluid is going to the drivers side faster then the other side. I can lift the passenger side to the correct height, but it just drops with the negative pressure in the actuator.

I also have the same issue with my spoiler. I believe it is a hydraulic leak in the driver's side ram. You can check for leaks by opening the engine bay and popping off the plastic cap from the bottom of each ram. If there is an oily substance at the bottom, you may have a leak. The ram can be replaced, but the bleeding process is quite elaborate (total PITA I hear) and the other ram may then fail. I think replacing the whole drive system is easier. This is more expensive, and depending on the model year of your car, you may also need to replace the instrument console and relay #9 as there are two different spoiler drive variants between MY 2000 and 2002.
