Need Painting Input

I am having a local Porsche dealership paint my GT3 wing and they just called saying that when they were blowing it off after final prep work, the primer is flaking off? Something along the lines of mushy/wet and its bubbling. Has anyone heard of this or understand what's going on? I'm going to visit them tomorrow after finals to see what's happening and hopefully figure something out. Input is appreciated.

Anytime I have heard of primer/paint flaking off it is due to poor prep work and that the paint cannot adhere to the material because it was wet, dusty, not scuffed enough, etc. By no means am I a paint expert, just my .02..
