What are these???

I have four small flaps on the roof of my 2001 C4 that open to expose a small screw and what looks like a white cable.
What are these???? I hope it is not for some type of roof rack??
Maybe some type of Targa Option?

I always thought they were for a bike/ski rack or something...Don't see how it could be a targa option.

They are there for ex-porsche owning friends to flip up while you are away from your car. Annoying!
