the incline has a major effect on the run. Go to level ground and you should be in line with a low 7's run

I would agree with others that the incline appears to be the problem now. You might be able to shave another tenth off the shift as well. The car should run below 7s easily with the stated hp/mods.

I guess he need to remove IPD plenum also

Dont remove it its helping, Your times are very good for pump gas and a uphill. You will be in the low 6's with racegas and a flat road.
