Suspension or exhaust
you can have all the HP you want but if your car can't stay put, it is worthless.
First thing I ever do on any vehicle is suspension work. Most "spirited" drivers on here do the PSS10's I guess it depends on what you are looking for but the exhaust is a must with ECU tune... I strongly suggest you do suspension first as it will not cost you much more than the exhaust unless you went with a real one

Reading the title, I was going to suggest suspension. Realizing you have the GIAC flash, I think you should get an exhaust. If you plan to spend any time at the track (or on spirited drives), then just start collecting change from under the sofa cushions now because you are going to want to do the suspension too.
Agree with both KA and sparkhill. At this point you are stuck and sort of "need" to do both. Isn't this hobby great? 
You are obligated to do the exhaust because you need to get rid of the back pressure caused by the 600 cell density stock exhaust, so that the ECU tune could work appropriately.
You need to firm up the stock suspension because with this much power, your car is probably now acting like a drunkard with all the weight transfer.
There is a big difference in price between AWE and Tubi. So doing AWE and suspension may be a good choice; if your question stems from budget concern and if you like the sound equally (they sound totally different from each other btw).

I vote for suspension. It's the first thing I concentrated on before any other mods. I love the transformation. Took it to the track today and can you say WOW?!

I vote for AWE exhaust. Love the one i got and i felt a difference in the delivery of the power and boost after i installed the exhaust.
I def also recommend doing the suspension and would do KW HLS or the new Bilstein lift system so that you have front ground clearance and are not always replacing your front lip.

If you want to track your car, just get some R-comp tires.
Race alignment + Sway bars + R-comp tires are good enough for most track days.
When you are getting more serious, get a real set of fully adjustable suspensions + hoosier R6s(or alike) to take full advantages of the better suspensions.

I did the flash before the exhaust as well and it was still damn fast...but the exhaust improved things dramatically...as did the suspension upgrade.

You're never going to get a consistent answer. I'd bet the answers here are going to be right down the middle.
This is the reality. The weakest link in the 997TT is the suspension. The soft setting is too soft for spirited driving. The firm setting will snap your tail bone. Body roll is significant, understeer under throttle is overwhelming. Rear end is sloppy.
Despite this, the 997TT is still an exceptionally handling car. Very few owners are capable of driving it to exploit its limitations, most here on the forum are incapable of driving beyond the limits of the current suspension setup. For those who upgrade to Damptronics, only a handful of drivers really need this setup. To need a setup beyond this, you're driving skills are probably at instructor level or better.
As far as the exhaust is concerned...it always compliments a ECU by lowering restriction, backpressure, and EGTs. It is usually the first set of modifications that people move toward when they want more power.
You need to ask yourself what you want to do with the car...is it a daily driver? Garage queen? Track rat? You could get hundreds of different answers about what the next mod should be, and spend $$ until the cows come home, but you won't be happy until you ask yourself these few questions.
