And by fuel pump 2 I really meant fuel pump 2 relay burned out. On a hunch I swapped the pump relays and problem solved.

Mr cOke,

Trying to diagnose esoteric problems, sometimes requires hypothetical theories. There's a vacuum diaphragm on each Turbo. These diaphragms are known to fail. I am not sure how to test them.

Someone may have experienced this condition?
