I've been driving for almost a week now with the Dectane DRL module operating the OE halogen foglights. No reason to think you can't continue in that mode long term without worrying about the module not being able to handle the load.
I went ahead and replaced the OE halogen bulbs with H11-xHP9 LED DRL bulbs I ordered from superbrightleds.com. They are $12 each. There is no fault message with these and they only take 5 minutes to install. They really give you that cool blue/LED/xenon look. I also like them because they aren't as harsh as the halogen fogs are. The only downside is, if you use your foglights a lot for foglight purposes, the LED units are not as bright.
So you can install the module and use it with your OE halogen foglights as long as you replace the 3a inline fuse with a 5a fuse.
If you use the module with the LED's, the 3a fuse will be fine. If you use the module with the ROTtec LED's the 3a fuse should also be fine.

As I recall from my LED rears the only wires exposed on the back of the light unit are the ones that plug in to the OE loom. So you would have to try and use a heat gun or risk baking the unit in an oven to see if you can get it open.
Once you get it open it should be pretty easy to suss out the wiring and figure out if you can just clip the led's that you don't want to light up.
