Then you walk, the seller wants to sell it as much as (if not more eager) you wants to buy it. If he doesn't want PPI, it will raise more suspicious with me....

the PPI is the potential buyers responsibility to pay for and arrange shipping. I wouldn't expect a seller to go out of his way, nor would I want him to. Most Porsche dealers that handle PPIs will range to have the car picked up and delivered.

If I was in the OP's shoe, I would tell the seller that I will have a certified cheque (or bank draft whatever works) in his name ready to hand it to him on the spot if the car pass PPI with flying color at the shop. I will prepare a cheque for the price I am willing to pay minus a few K and carry that few K in cash for negotiation purpose....
If the seller won't accept that then I walk.... he is most likely hiding something IMHO.....
But that's just me, you do whatever your brain (not your heart) tell you
