Downforce

Looking to continue trackifying my 09 Turbo.

Trying to assess best (reasonable cost) options to reduce lift/increase downforce over stock setup.

Not interested in looks here as much as actual documented improvement to downforce.

Mostly drive at VIR.

Have been looking at the Werks carbon fiber front splitter and tail that bolt on to oem as they actually publish numbers for downforce.

Any other viable options?

Are you sure you need something, or are you just looking to experiment a bit? Depending on how good you are I would be careful. I'd be surprised if any mod is going to a one time install and forget it proposition

Although pricey, a GT2 decklid + a GT2RS blade insert would give you this (credit goes to Toby)

The factory aerokit is your best bet, designed for your car, 18-22% more downforce, OEM .

In the rear use a GT2 rear wing with a Gurney Flap of 1.25-2.5% of the chord of the wing. A nice rear diffuser would also help a lot. I am working on building one for my GT2; Tucked the exhaust out of the way to leave room for the diffuser.
In the front, use a splitter, some canards and some wheel arch edges(vertical Gurney. Vertical gurney creates low pressure causing air to escape the wheel arch, increasing downforce.
If you can get a pair of vented\louvered front fenders, that would help too. I have seen some carbon fiber ones but I bet they are not cheap.
