First off, new to this forum and just purchased a new-to-me 2021 Vantage. Title is clean and no records of damage found. That said, I noticed a thin layer of plastic that was hanging down under passenger-side dash. Looking at it closer, I noticed that there's a lower airbag exposed under this film. First off, i'm planning on getting it checked out by a pro and wouldn't ever mess with this sort of stuff myself, but i'm taken back by the fit and finish. If in fact this is an airbag, 1) i'm surprised just a thin piece of film covers it which any foot could hit it (scary?) 2) does it appear to be in good shape or look tampered with? Attaching photo for reference. I tried searching for this specific instance, but didn't find any results. If there's a thread that covers this please point me in the right direction. Any help would be much appreciated.
I am pretty sure Your vantage is similar to my DB11. What you are seeing is the knee bolster air bag. It is located right where you are describing, but it should be covered, not with the bag exposed.
Unfortunately (bad design) this airbag must be removed (BUT NOT UNPLUGGED!!!) to change the cabin air filter. I did the filter change on my car. I believe I wrote it up on this site or another one. Here is one of the pics I posted showing the air bag out of the way BUT NOT UNPLUGGED.
The red arrow is the knee airbag (and not the upper passenger's airbag). The blue arrow shows the location of the cabin filter, the view through a mirror as its location is impossible to photo w/o the mirror.
Excellent. Definitely don't want to tamper with and agree with bad design if you're required to remove in order to change a simple cabin filter. Thanks for confirming this and will be taking the car into get a full inspection.

Yes, when I saw your pic I thought "someone" maybe a tech or maybe a DIY, did the cabin air filter and jiggered up the knee bolster air bag.
Take my word for it - it is quite a feat getting to that cabin filter and froth with serious obstacles. BTW, the cabin filter (at least in the DB11, but my thinking is it's the same carryover on the MB V8 platform) is a very common one in many MBs and is sold by half dozen aftermarket companies.
