Gentlemen,
I am looking to purchase an '06 Cayenne Turbo:
Sticker price was $99,790
Options:
Silver/grey interior
19" Design Wheel 1,050
Dark Wood Package 345
Light Comfort Package 610
Compass Display 95
Satellite Radio 990
Mats 130
Trailer Hitch 630
Wheel Hub Covers 185
Panoramic Roof 3,900
Sunscreen 190
CD Changer 650
Car is not CPO. They do have a GE warranty that is good for 4 years 48k miles. Cost: $4,590
Car is being sold by an authorized Porsche dealership...no recalls open. Serviced at the facility,1 owner leased vehicle. 31,000 miles. Regular oil changes, and recently replaced 4 tires...break pads still have 50% life.
They did not CPO car as the salesman said it is rather expensive and car is low mileage and has had no issues.
Questions...what price should I be looking at?? What do you think about the extended warranty? Any suggestions, comments, etc. greatly appreciated. Would like to pull the trigger soon! Mom's birthday coming up and time to pay her back for putting up with me!!

To CPO the Cayenne is less expensive for the dealer than it would cost you for the GE warranty so I would ascertain the reason why they don't or can't certify through Porsche.
As far as price, without CPO that car should be in the low to mid 40's. With CPO 2-3 thousand more.

As Paul said above, I would be very concern why it is not CPO and this is an authorized dealer... If I were you, tell this dealer CPO or no deal. I suspect this car may had some histories making it not certified-able...
For the GE Warranty, does it start from the day you buy it or since the car was in-service (since new)? Be very careful reading the fine prints on these 3rd party warranty.

Price is steep, especially for what was a low optioned car when new. If still in warranty I would walk away if they won't CPO at anywhere near that price. Lastly, that warranty is way too expensive - their price is no doubt significantly less and they are hitting you for full retail at that price.

I just bought one that was CPO, dealer gave me the option to not take the CPO warranty, the difference was $2,000. Mine didn't have the panoramic roof or CD changer, but had most of the rest of your options. My car had 33,000 miles on it and I negotiated them down to $47,000 (original asking was $49,900) and I had them $1,000 over the high KBB price on my trade (if you have a trade have someone lookup the MMR at Manheim on it for you). I'm guessing they may not be CPO'ing it b/c the factory warranty was expired or possibly the brake pads (I think they need to be more than 50% to certify).
So in other words, if the $47,900 is with the warranty, that seems like a pretty fair price to me. If it's without the warranty, I would continue looking and try to find a CPO. The GE warranty is supposed to be a pretty good one, my dealer uses it also when they don't or can't CPO a vehicle.
