Actually it's from going from gas to hard breaking quickly. It's so cars following will notice it's something different from normal soft/slow breaking. It's like the bad weather rear fogs...

led's aren't in an always on state, they cycle on and off very quickly(duty cycle) to create the effect of dimming when not at full brightness
