whining noise at 73-78 degrees

whining noise at 73-78 degrees
Is this normal? When my CS is under normal engine temp, I turn the fan temp to 73-78 degrees and I hear a whining noise under my dash. Turn the temp down to 68 degress and the whining noise dissappears. Anyone else experiencing this?
