The dealer indicated I should have "a couple of outlets" under the dash. I only have 1 and a hole where another should go. Should I have two?

 

I had no idea I had ports down there. Porsche certainly didn't skimp on power outlets in these things!

Just checked and my 13 looks just like yours. It wouldn't surprise me if one or more earlier years had dual ports and they just stopped installing the second at some point.
