Base Panamera Question
I would say it's definitely not underpowered; but that's relative to what you're accustomed to. I wanted a Panamera coming from a 400HP, twin-turbo V8 BMW 750i xDrive. So when I tested Panameras, the power in the "base" and Pana 4 felt off from what I had been driving; however, the 4S felt just right.
Its not underpowered at all. It's really what ever you're used to. If you're coming from say a e350 or 528i, it'll definitely still be a decent step up. I had one as a loaner car as well and I definitely enjoyed it. It's not a slouch by any means. Test drive it and floor it. See how you like it.
I agree with this comment. Depends on what car you are coming from. I thought it handled amazingly, but that the engine needed some "soul."

Depends on your expectations, I recently took delivery on one. It's not anything I would take on the track, but for daily driving it's perfect. My expectations on the 4 door sedan are not the as the GT3.

in my opinion, you will be very disappointed in the engine of the base. It will likely drive like a 528i to give you a comparison. The car handles awesome, but for its weight, its underpowered in base form. I'd get at least an S variant to be comparable.
Base good enough -maybe
I upgraded from 2012 base to a 2014 gts. Power was sufficient when 70 degrees or less. Frustrating during warmer temperatures but I came out of a 385 v8. The base is a nice daily driver, however. Ditch the factory brake hoses. I was shocked with the sponginess of the brakes on the base. I could compress them with two fingers .
