when you are new to the forum, you cant send PM.
If you create a thread, you can send PM to members that posted in this thread, if I understand correctly.

Fine.

However, when someone (that has not posted in your thread) sends you an PM, you cannot reply.

I would call this a bug.

it's not a bug it is intended to prevent spammers from overloading the pm system before they are discovered...if you had read the FAQ (Contacting other members) you would know that visitor messaging is available to new members that don't meet the post requirement to pm...if you left click on a members user name a pull down menu will appear..select "view public profile" from that menu and then you will be presented with a text box to type your message into and a submit button to send it...good luck
