That does seem strange.
I would expect it to keep the clutch engaged, untill it decides what shift to make.
Why free rev in confusion, when it could just upshift 1 gear and then downshift 3 gears in the same amount of time?
At least it would continue accelerating that way and still net you a 2 gear drop.

For optimum acceleration, e.g. when overtaking, press the accelerator pedal beyond the full-throttle point (kickdown).
The transmission shifts down depending on the speed of travel and engine speed.
It seems you are right then !
I'll check to see if the European manual states the same ...
