What is must be and what is recommendable upgrades when I want drive fast laps?
At moment I have:
K16-s
Chip
Straight pipes
DV-s
NOS(it's useless on track)
Michelin Pilot CUP slicks.
I plan:
Header porting (or is better price/HP ratio to buy new one?)
Ferrodo DS brake pads (it's daily driver)
V-Flow Air Intake (or similar)
Intake plenum
Lighter battery
New front seats (GT3 or recaro ?)
Rear wheel drive mod?
Suspension upgrade? - as I say, its daily driver and Estonian roads are very bad, but mybe there is some, what doesn't make car very stiff

Not clear of your experience level but experience and instruction are essential as well as a properly setup car. I'd say alignment (camber) and tires are a good starting point which are the mechanical grip components.
For your engine, you just need an X50 upgrade. save on the VFlows, DVs and the rest.
Best seats you can get, some lightweight changes and 6 point harness to keep you well strapped (and safe).
Keep your money for suspension upgrade, corner balance and alignment and lots of track time with and without instructor, this is where you will gain the most seconds you need. A decent datalogger will prove invaluable. Tires, of course.

I think my experience level is above average - this year Sauga track(local) best time and left behind - mitsu evo-s, subarus, carrera gt(owner drive very carefully), plenty of carrera 911-s, viper and other street legal cars..over 60 cars was in last event.
X50 comes with turbo lag, but K16 power curve is better and they have more power in smaller RPM-s, meaning I don't need to change gears so often ?

Since you asked us.........I wont not do any of the above you mentioned to your car for the track and I would never use the NOS
What the car needs is a coilover suspension, seat and harness with roll bar, front Cup brake ducts, castrol SRF brake fluid and off you go!.

Then comes all the rest.
I never found lag to be a problem on the track with MUCH larger turbos than K24s, and certainly you will not feel the lag difference with a stock K24 and Porsche factory programming (95% of the time you will be beyond lag threshold usually), but your car will pull muc stronger at the top end, which is what will get you better lap times.
As far as suspension is concerned, there are a lot of choices, I have Moton CS which will be a bit rough for your bad roads, factory X73 upgrade will do wonders, but there are a few other kits out there, where you buy them and who sets them up for you is more important than the brand.
If you get any brake fade, then make sure you do a proper bleeding job and put some better oil, SRF is my favourite. Pagids will help too.
Yip! need to work on mainly Suspension and a decent brake set up for track. It's not all about power (although handy for certain tracks) but trying to carry speed through corners etc. As Jean has meantioned track time is a must, you need to now the limits and feel the car, but always stay as smooth as possible.
I say leave out all the intakes (sorry Evo) and any more power adders.
You are good to shed some weight.

- camber, like 2.0 or so max front, 2.5 or more will eat your street tires on a daily driver
- to do camber, you'll need camber plates, add that to PSS9 or get JIC and run it full soft.
You are good to shed some weight.

But if you want to open your wallet:
