What did you think it was? I would have gone with 3 as no one stops when turning right unless the light is red or a stop sign.

When did Cisco start writing drivers tests?

I'd go with #3 UNLESS it is a question about right turn on red.

If it is "At a red light, when getting ready to make a right hand turn you should:"

Is the question as you posted it the ENTIRETY of the question??

OTOH, these tests ARE written by public servants, who enter that profession for a reason....

I just found the sample test. It is wrong. Could you imagine all the accidents if everyone came to a full stop when making a right hand turn off every single road???

For a test how could you possibly choose anything other than no. 1. It is the only one that uses the word "safe". Whether it makes sense or not, think about the people formulating the questions. Remember the SAT's? The other two options are definitely wrong.

In my opinion there is not enough information presented to adequately answer the question. The most imp info in my mind is how is the intersection controled? Light, stop sign, yield ect... Who has right of way? ect...
