Help Please!! My 2001 996TT refuse to take fuel!!
Correct, if that fuse is popped or the proximity sensor in the flapper isn't working the tank will not vent and fuel will back up. I pulled an idiot move in the shop one day and tried syphoning race fuel into a car that didn't have the battery hooked up. Lemme just say that running around like a chicken with its head cut off didn't even begin to describe my movements that day 
If it's not the fuse, and majority of the components you can get to from the right front wheel well with the tires and liner removed. Getting to the tank itself is not so easy....

There is a switch on the flapper door that opens a valve inside teh gas tank. When activated, you will hear a quiet "click". Pulling up on the handle while fueling or holding at 9 position usually activates the switch.
Not much more you can do other than try holding handle as bv996turbo01 sugested, next move would be checking switches at filler door and tank which I have not monkeyed with before lol.
I had the same issue and although fuse E6 looked okay, when testing it with a test light, it was not passing current, I replaced it and have not had a problem since. If it is not the fuse then the vent valve may be bad - not sure if this can be accessed from the top somehow or if the subframe has to be dropped for a replacement.
Have the same problem last month,thght the gauge,fuel pump,venting valve etc is faulty.Apparently its a simple fix by reconnecting a lose hose which is located where the venting/check valve is located......underneath the front wheel liner.

thank you for the fast response. But my problem is not with the position of the pump (I've tried all different positions).
I only can pump for 1 sec and the nozzle hand would kick back and if I pulled the nozzle out a little bit, I can see fuel do not drain down the pipe. If I pulled out the nozzle a little to release the pressure and continue to press the nozzle hand, fuel would overflow and spill all over the fuel gate. It look as if something cloth up inside the fuel line and only drain down very slowly.
I do hear a click when I pressed in the nozzle passed the metal flap.
I've tried different gas stations with different nozzle insert types....

I would check with dealer if not covered I would take the time and check the system out/ valve/ following hoses etc to canister and fix it myself if this seems like something you cant handle I would look for a good shop in your area and have it fixed.
The problem is still there.
I just wanted to report back what I've done so far:
- Tried at different fuel nozzle positions.
- Checked fuses C4 and E6
- Opened inside wheel cover to assess fuel line hoses and valves. All tubes are tied and valve is functioned.
More suggestions please...
