What's the name of this part & its purpose? There's only one on the passenger side front bumper. My first thought was some kind of cold-water mist mechanism to help cool down the intake temperature.

I'm not sure myself, but more importantly - is that the better part of a newspaper crammed up next to your radiator?

that's correct. And see that sleeve above it? The thing should fit in the sleeve.

When you drop the bumper, just a few screws and it's off, you'll be amazed how much crap comes out of there and when you seperate the a/c condenser from the radiator you'll fall over when you see what is on your driveway. I did it this summer and could not believe it, literally, I was shocked and then wondered why I hadn't done it earlier. Probably because I thought it was much more difficult than it really was. 996 runs slightly cooler now too. Loren at Renntech has a great write up how to do it.

I have that sensor, but no on board computer. I do not have an outside temperature display on my center gauge. Without the on-board computer, should I still have the outside temperture display in my center gauge? Why would I have the sensor?

yes and the reason why is that depending on the outside temp the car will mix your fuel accordingly - when it gets cold it runs a very rich mixture. If you don't believe me take the sensor off and check your gas mileage!!
