Dear Sir/Madam,

The PA Department of Revenue monitors motor vehicle transactions through the Pennsylvania Department of Transportation. When a purchase price varies significantly from industry standards for fair market value, the Department of Revenue must verify the purchase price.

According to an approved industry guidebook, the average sales price for the year, make and model of the vehicle identified above is considerably higher than your declared purchase price.

Please provide us with a legible copy of the bill of sale, statement from the seller, financial agreement or other relevant information that verifies the purchase price. Please respond within 30 days of the date of this letter to avoid enforcement action.

HMMM.., I guess I got a good deal!

Lucky,
In Oklahoma if your purchase price varies too much from the book they just go with the book price regardless of what you paid.

If the state of PA thinks your 2002 C4S is worth $45,000 I would offer to sell it to them and buy a 997S with the money!

I believe it's their way to enforce proper tax on used car sales. Some people have been known to declare lower than the actual purchase price on used car they purchase from a private seller, in order to pay lower amount in tax when they register their car. As long as you have the documents to prove what you declared is what you actually paid for, there shouldn't be a problem. Must feel pretty good knowing you've paid low enough for the car to make the state government to take action.

How soon after purchasing the car did you get this letter? When registering the car under my name after purchase, the lady at the desk asked me to write a little note explaining why is it that my purchase price was lower that their estimate. Haven’t heard from them for 5 months.

I know this is an older post but I got the same thing from the Secretary of State trying to accuse me of getting out of paying the higher tax amount for the used car.

I ended up faxing them a bill of receipt and 3 quotes from KBB, NADA, and Edmunds. I guess there's that misconception among the avg person that a Porsche still costs serious dough...

I always get these letters from PA, and if they feel that you paid way to low for your car they have the right to charge you full book value regardless of what you bill of sale says. Here is what I do not understand, If I buy a TV on sale for 50% OFF the stat doesn't charge me sales tax based on full retail. This is supposed to be SALES TAX not WHAT THE STATE THINKS YOU SHOULD PAY TAX.
